Step 1. Launch Windows Movie Maker, click the right blank area to browse and import the video.

Step 2. On the top menu bar, head to Animations, extend the Pan and Zoom effects list and choose the needed zoon-in effect. Please noted that the effect will be applied to all frames of the video so it may be non-obvious if the video length is too long.
